Unsupervised Minors Policy

The Library reserves the right to require adult supervision for any individual under the age of eighteen (18) who (i) requires assistance with supervision, or (ii) has demonstrated an inability or unwillingness to comply with the Library’s Patron Responsibilities and Conduct Policy.
PARENTAL/GUARDIAN NOTIFICATION
Library staff will make reasonable efforts to contact the parent or legal guardian of an unattended minor under the following circumstances:
•    When the minor engages in behavior that is disruptive to Library users, staff, or the normal operation of Library services.
•    When the minor is involved in a situation that poses, or reasonably appears to pose, a threat to the health or safety of the minor or others.
•    When the minor remains on Library premises without supervision at the time of Library closing.
In the event that a parent or legal guardian cannot be reached, or fails to respond in a timely manner, the Library reserves the right to contact local law enforcement or other appropriate authorities to ensure the safety and well-being of the minor. Repeated incidents may result in suspension or limitation of the minor’s Library privileges, consistent with the Library’s Patron Behavior Policy and applicable law.
 


If the Library is closing and a minor remains unattended, a minimum of two (2) staff members shall remain with the minor until such time as the parent or legal guardian arrives, or custody of the minor is assumed by law enforcement or other appropriate authorities.
“Unattended” means that the responsible person is not in the building with the child. If it is determined that a child is lost or left unattended, a staff member shall bring the child to the Director or designee who shall then try to identify and locate the responsible person. If the responsible person has not been located on TDL property in a reasonable amount of time by Director or designee, the staff members shall call the police for assistance. If TDL is closing, at least 2 staff members shall remain with the child until the child is picked up or authority takes possession.

CLOSING PROCEDURE
